Home Star Energy Bill, Summer Recess Update

Discussions continue around the Clean Energy Jobs (Home Star) and the Oil Accountability Act which is now being referred to as the "Spill Bill." President Obama, speaking on Monday outside of a battery manufacturer in Wisconsin stressed the need for federal support for clean energy programs. The President stated those clean energy programs will create jobs to help the economy recover and continue to surge ahead.

In contrast to these positive comments from President Obama, Senator Bingaman (D-NM) has expressed doubts that Congress can pass any major legislation prior to the November elections, suggesting that politics are too partisan to allow anything to move forward. Prior to the recess, Senate Majority Leader Reid (D-NV) stated he planned to bring the Clean Energy Jobs and Oil Company Accountability Act up for vote in mid-September. He has not revised that statement, indicating the bill is on track for a vote, despite the gridlock mentioned by Senator Bingaman. Meanwhile, progressive Senator Udall (D-NM) is actively advocating for the inclusion of a Renewable Electricity Standard in the bill and claims that he may have enough votes to support the measure.


In a seperate front, new ads featuring clean energy businesses have been published by the National SAVE Energy Coalition. These ads are part of the “Real People, Real Jobs, Clean Energy” series, highlighting the existing jobs in the renewable energy and energy efficiency industries in Pennsylvania and Maine. The ads intended to bolster Senate support for climate and energy legislation (in PA) and Home Star (in ME) by demonstrating that companies currently exist that are ready to implement RE and EE to reduce emissions and take advantage of Home Star rebates. The California Energy Efficiency Industrial Council, a member of the National SAVE Energy Coalition, has adopted this ad idea and published their own versions featuring California companies.
