Update on HOME STAR

Dear Everblue,

Recently we updated you on HOME STAR's inclusion in the Clean Energy Jobs and Oil Company Accountability Act of 2010. It was a huge step forward in our campaign to get HOME STAR passed.

The bill is being delayed over issues unrelated to HOME STAR -- senators have not been able to agree on language for the oil spill provisions in the legislation. Yesterday, Majority Leader Reid announced that the bill will not be voted on this week. Instead, senators will focus primarily on the confirmation of Supreme Court Nominee Elena Kagen. That means a Senate vote on HOME STAR will not happen until after Labor Day, when Congress comes back from its summer recess.

The Home Star Energy Retrofit Act (S. 3177) was originally introduced in the Senate on March 25, 2010. A revised version of the legislation (S. 3434) was introduced in the Senate on May 27, 2010, and has been referred to the Senate Committee on Finance for further review.

Senate Majority Leader Harry Reid announced today that he will postpone a vote on the Clean Energy Jobs and Oil Company Accountability Act of 2010 until after the August recess. Reid told reporters that the scaled-down energy bill, which includes the proposed HOME STAR retrofit incentive and financing program, lacks enough votes to pass this week.

Senate Energy Bill Timeline

The Senate will likely vote in the coming days to end debate on both the Republican and Democratic proposals for an energy bill. The Democrats bill, the Clean Energy Jobs & Oil Company Accountability Act, was introduced last week by Senate Majority Leader Reid (D-NV) and contains the Home Star program. Each side will need 60 votes to end debate on their bill, and if that is secured, the Senate will then need to vote to pass the bill.

Home Star Now $5 Billion For Energy Retrofits

If you have not been following the Home Star program, you should know that the program now sites at $5 Billion in funding for residential energy retrofits. This bill is a residential construction and green energy jobs bill aimed at improving our country’s energy efficiency. The bill calls for two levels of incentives: Silver and Gold.
